Preferential Procurement a boost to Proudly South Africa campaign
Smart Procurement: The finalisation of the long-awaited Preferential Procurement Regulations (presently awaiting cabinet approval to finalise the new Procurement Framework), will be a significant boost for Proudly South Africa (PSA), according to the “buy local” campaign’s acting CEO Herbert Mkhize.
The regulations will help stimulate greater demand for local goods and services (and in so doing create more jobs), encourage the trend to local procurement and bolster local manufacturers who are vying for government tenders, said Mkhize.

Accountants get high BEE target
Business Day: New charter says accounting firms with an annual turnover of more than R35m must be 32,5% owned and managed by blacks by 2016.
Large accountancy firms have to be 32,5% black-owned by 2016, the black economic empowerment (BEE) charter for the profession stipulates.
After seven years of negotiation, the chartered accountants’ charter was recently signed by Trade and Industry Minister Rob Davies and will be gazetted and implemented next week.

Govt signals shift in BEE - report
Fin24: Government is planning to shift black economic empowerment (BEE) rules away from equity investment and ownership towards productive activities, Business Day newspaper reported on Wednesday.
The Department of Trade and Industry told the newspaper that amendments to the broad-based BEE Act, aimed at shifting its focus from equity deals to enterprise development, will be tabled in Parliament by July.

SASDC Presents Pre-Certification Briefing in Cape Town
Following on the first event in Gauteng, the SASDC held its second pre-certification briefing session in Cape Town at the Garden Court Eastern Boulevard Hotel. Main support came from Business Western Cape, Women in Construction, WECBOF, Cape Chamber, PGWC and Heart 104.9 Radio. The briefing provided black suppliers with an opportunity to learn more about the Council, its members and the process of certification.
68 representatives from various black-owned companies attended the event. Notably, 75% of the attendees represented female-owned companies. These were drawn from member corporate supplier databases and the SAIBL database. Present were the Chairman of the Certification Committee Mr Brendan Raju, SASDC Board Chairman Mathew Govender and the Chief of Party, John James.
It was a very engaging session, with suppliers asking some interesting questions in relation to certification. Most attendees expressed a keen interest in what the Council was promoting in relation to procurement opportunities, as well as the process of becoming a certified black supplier. The next session will take place in Durban on 19 April.

SASDC Luncheon with Business Leaders in the Western Cape
This week saw an exciting contribution to the SASDC’s stakeholder engagement activities with the hosting of the SASDC’s first broad public engagement with business leaders in the Western Cape. The luncheon, co-hosted by the Provincial Department of Economic Development and Tourism, provided the gathering of some 40 business leaders with an opportunity to learn more about the concept of supplier diversity in the South African context.
It was also an opportunity for business in the Western Cape to better understand what the SASDC is committed to achieving, and how corporates are well positioned to make a meaningful contribution. SASDC Board Member, Sasol ChemCity’s Savvas Pouroullis, emphasised that “this is not about CSI. This is business. It’s about creating and saving jobs. That’s what the SASDC) is about.”
The value add of the SASDC was further endorsed by the Western Cape Provincial Government’s Department of Economic Development and Tourism. MEC Alan Winde shared with the audience the province’s broad strategic objectives and how the work of the SASDC further enhanced not only the Provincial Government’s efforts in this regard, but also contributed to overall corporate competitiveness by actively and sustainably incorporating bona fide black suppliers into their supply chains. He concluded by saying that the commitment from Corporate South Africa (through the SASDC) was commendable, that it “quite simply made good business sense” and that the SASDC had his Department’s full support in further mobilizing support for and growing the impact of the SASDC.

AgriBEE target under fire
Business Report:The AgriBEE target set by the Department of Trade and Industry (dti) that calls for 30 percent of the agricultural produce sold by retailers to be procured from previously disadvantaged producers has achieved little as white commercial farmers continue to dominate the sector.
The target, set by the dti in 2006, has been fiercely criticised by agricultural organisations claiming that it is “full of red tape” leaving black farmers at the margins of potentially lucrative markets.
Mike Mlengana, the president of the African Farmers’ Association of SA said black economic empowerment (BEE) in the agricultural sector was lying dormant as black farmers were still struggling. Only a limited number of farmers knew about AgriBEE and what the policy entailed.
